Abstract

This study aims to analyze the government’s communication strategy for disseminating public policies in Central Sulawesi. The study employs a descriptive qualitative approach using documentation and observation of official government websites, policy documents, and digital communication materials, which are analyzed thematically and validated through source and methodological triangulation. The findings indicate that the government of Central Sulawesi has utilized official websites and social media, particularly Instagram, to expand information outreach and enhance policy visibility; however, communication remains predominantly one-way and has not yet fully optimized opportunities for dialogue, public feedback, and participation. The study contributes to the development of government communication scholarship by emphasizing the integration of informative, educational, transparent, persuasive, and participatory functions to shift local-level policy communication from mere government publicity toward public-oriented and engagement-based policy communication.
