Plagiarism Policy

CGR maintains a strict policy against plagiarism to uphold the integrity and originality of published work. All submitted manuscripts will be subjected to a plagiarism check using Turnitin, with a maximum allowable similarity index of 20%. Authors are responsible for ensuring that their work is entirely original and properly cited. Any instances of plagiarism, including self-plagiarism, will be thoroughly investigated, and appropriate actions will be taken in accordance with academic integrity standards. Authors are encouraged to be diligent in providing accurate citations and references and to disclose the sources of any previously published or ongoing related work. CGR is committed to maintaining high ethical standards and promoting scholarly integrity in all published content.

Citizen and Government Review (CGR) is firmly committed to upholding the principles of academic integrity and ensuring that all published content meets the highest ethical standards. The following points outline CGR’s plagiarism policy:

  1. Strict Prohibition of Plagiarism:
    CGR maintains a zero-tolerance policy toward all forms of plagiarism, including direct plagiarism, mosaic plagiarism, self-plagiarism (text recycling), and improper paraphrasing. This policy applies to all parts of the manuscript, including text, figures, tables, and supplementary materials.

  2. Mandatory Plagiarism Screening:
    All submitted manuscripts will be screened using Turnitin plagiarism detection software before the peer-review process begins. Manuscripts exceeding a similarity index of 20% (excluding references and quotations) will be returned to the authors for revision or rejected outright.

  3. Author Responsibility:
    Authors are solely responsible for ensuring that their submissions are original, properly cited, and free of any form of plagiarism. This includes providing full attribution for ideas, data, or content borrowed from other sources.

  4. Proper Citation and Referencing:
    Accurate and complete citations must be provided for all referenced work. Authors must clearly indicate quoted or paraphrased material and cite the original source accordingly. Failure to do so may constitute plagiarism or academic misconduct.

  5. Consequences of Plagiarism:
    If plagiarism is detected at any stage (pre- or post-publication), CGR will conduct a thorough investigation. Actions may include rejection or retraction of the manuscript, notification to the author’s institution, or a ban from future submissions, depending on the severity of the case.

  6. Disclosure of Prior and Related Work:
    Authors must disclose any previous or concurrent submissions of similar content, and ensure that related work is appropriately referenced. Duplicate publication without acknowledgment is considered unethical and unacceptable.
