  • Issue Publication Policy

    15-10-2026

Citizen and Government Review (CGR) is committed to maintaining consistent, transparent, and accountable publication practices as the journal continues to strengthen its editorial and publishing standards toward national journal accreditation. As a relatively new journal, CGR is still developing a stable and sustainable manuscript flow and continues to face challenges in attracting a sufficient number of high-quality submissions for each publication cycle. Accordingly, each issue is planned to contain a minimum of five research articles, subject to the availability of manuscripts that meet the journal’s scope, academic quality standards, and peer-review and editorial requirements. This publication target is intended to support the continuity and consistency of journal publication while strengthening CGR’s readiness for the national accreditation process, without compromising editorial independence or academic standards.

In circumstances where the number of manuscripts that have successfully completed the required review and editorial processes does not reach the planned minimum, the Editorial Team may consider additional eligible manuscripts that have completed the same peer-review and editorial procedures, provided that their inclusion remains consistent with the journal’s scope, publication schedule, quality standards, and applicable accreditation requirements. This provision is intended to support the continuity of CGR’s publication during its early stage of development while maintaining transparency and accountability in the composition of each issue. All manuscripts remain subject to the same editorial and peer-review standards, and no manuscript will be accepted or published solely for the purpose of fulfilling the minimum number of articles. Any adjustment to the composition of an issue will be transparently documented and accurately reflected in the journal’s table of contents, metadata, and publication records.
